EPPD: Landlord coerced teen into sex acts when victim's grandmother could not pay rent

EL PASO, Texas - Detectives with the Crimes Against Children Unit charged the former owner and landlord of a Central El Paso apartment complex with sexually abusing a child who lived in one his apartment units years ago.

The accuser, now an adult, told police 56-year-old Jesse Hall abused her when she was in her early teens.  Police did not relase a time frame for the alleged sexual abuse.

Police say Hall is the former owner of the apartment complex located in the 1000 block of Magoffin.  

At the time of the alleged sexual assault, the accuser was living with her grandmother.  "Faced with eviction because her grandmother was unable to pay the rent,"  the girl allegedly "agreed to the lewd acts committed against her by the apartment owner," police said.

"In exchange for credit towards the rent, the victim was compelled to comply," police added.

Police did not reveal whether the girl's grandmother was aware of the alleged agreement between Hall and her granddaughter. 

Investigators arrested Hall on April 12, 2019 and charged him with Sexual Assault of a Child. Hall was booked into the El Paso County Detention Facility under a $50,000 bond.
