Rick Horrow is a consultant hired to guide El Paso's Downtown development efforts. He's been working with the City and the Paso del Norte Group to design the projects that could shape El Paso's future, including the ones included in the quality of life bond issue up for vote in November. ABC-7's Hillary Floren sat down with him this morning to talk about the ballpark deal, Downtown revitalization and the other quality of life projects you may not have heard about yet.
