EL PASO, Texas -- In a candid interview, El Paso Police Department Chief Greg Allen said that video of a police sergeant detaining an ABC-7 news crew is enough to prove that the sergeant behaved inappropriately. Allen described the images as "disturbing.
Allen also addressed another complaint. A nurse told ABC-7 that Sgt. Raul Ramirez, the same sergeant that detained the ABC-7 news crew, stopped him from helping injured people at the scene of the crash.
Nurse Jason Gales said the sergeant told him, "You have to leave." Gales said he replied by saying, "You don't have anyone taking care of him."
Ramirez allegedly replied that EMS was on the scene, then said, "I don't care, you have to leave."
Allen said if this incident happened, the police department will find out and get to the bottom of it.
"I want to get to the bottom of what transpired, I'm not looking to exonerate Sgt. Ramirez. We need to get answers so I can make a determination what needs to be done with this particular problem," he said.
An internal police investigation into Ramirez's actions is underway. Ramirez is a 19-year veteran of the police force.
He has been a sergeant for 10 years and this is not the first time there have been complaints brought against him -- official police documents show Ramirez has had 12 complaints against him during his career. The latest was March 11, 2008, for "unprofessional conduct - dereliction of duty-abuse."
Allen said Ramirez has been accused of several minor mishaps in the past. He said that this one appears, at least on the surface, to be the biggest one yet.
"The situation should have been handled more professionally, that is why he is a supervisor. We don't need supervisors to become the issue," Allen said.
Ramirez is currently on administrative duty within the department. Allen said if the investigation finds that Ramirez was in the wrong, the sergeant could face major disciplinary action, which probably would include a long-term suspension.
