Document: Man threatened to blow up DA County Building, upset he could not vote in 2 states

EL PASO, Texas - Authorities in Drain, Oregon arrested a man accused of calling the Dona Ana County Clerk's Office and threatening to blow up the building.

Samuel R. Gilpin, 35, of 12545 Upper Smith River Rd. in Drain, was extradited to New Mexico and charged with making a bomb threat.

On Friday July 28, 2017, an employee with the county clerk's office called 911 to report she had just received a call from Gilpin.

The man was reportedly upset because he received a notification in the mail letting him know he could only vote in one state and needed to choose where he preferred to be a voter.

Gilpin allegedly became upset and called the clerk's office several times, at one point, threatening to blow up the building, a court document states.

Investigators said the building was cleared and Gilpin was not located. An investigation revealed Gilpin has an address in Las Cruces, but was currently living in Drain.

Investigators in Dona Ana County contacted authorities in Drain, who said Gilpin "is constantly calling and threatening to start an active shooter situation," a court document states.

Gilpin was booked into the Dona Ana County Detention Facility without bond.
