Detectives with Animal Cruelty Unit arrest man accused of beating shepherd mix

EL PASO, Texas - Detectives with the newly-formed Animal Cruelty Investigative Unit arrested a 29-year-old man accused of assaulting a dog.

On Sunday, December 10, 2017, police officers responded to assist Animal Services with a call at 2435 McKinley after a witness reported a dog being physically assaulted by its owner. 

Police said the witness captured cell phone video depicting the one-and-a-half-year-old shepherd mix being raised to shoulder level, thrown to the ground and then beaten by 29-year-old Joshua Mitsumatsu.

Detectives responded to the scene and conducted the investigation. Police arrested Mitsumatsu at his residence Monday. He will be booked into the El Paso County Detention Facility on a $3,500 bond and charged with Cruelty to Non-Livestock Animals.

Tali, the shepherd mix, was seized by Animal Services and he is now in the custody of "Law and Paws." The non-profit, donation-funded organization was founded by an EPPD detective who provides foster care for pets in cases such as these. Tali is available for adoption, police said.
